Kentucky Colonel Council: The Kentucky Colonel Commission is bestowed by the Governor and Secretary of State of the Commonwealth of Kentucky to individuals that are recognized with the Honorable title. Kentucky Colonelcy is the state of being a Kentucky Colonel and serving the State ethically, honorably and morally as a goodwill ambassador. Kentucky colonels are legally officers in common-law and hold letters patent.
